You need a NIE to pay your taxes and another official process, including renting or buying property, getting connected to utilities or opening a bank account.

NON EU CITIZEN

If you want to start a business in Mallorca being non-eu citizen, you have to apply for a Spanish work visa in the Spanish embassy. You’ll have to provide certain documents, which may include the following:
• A business plan
• Evidence that you have the appropriate finances to invest in it or support
yourself;
• Proof that you have the skills or experience to do the work;
• Any contracts or commissions from companies;
• Any licences or registrations required to carry out the work in Spain;
• Information about the potential to create employment in Spain.
Once approved you have to apply for an N.I.E and proceed as an EU citizen. You’ll have to renew your work permit and prove you still fulfill all these conditions every year. After five years you can apply for long-term Spanish resident status.
